"THE CITY'S RESPONSE TO THE SNOWSTORM FAILED IN MANY WAYS"

In a nine-page report submitted to Mayor Bloomberg by the Mayor's Office of Operations and the Mayor's Office of Citywide Emergency Communications, six problems are identified and an action plan is recommended. The six problems are
  1. Decision not to declare a snow emergency
  2. Insufficient accountability tools
  3. Insufficient and delayed deployment of City assets
  4. Failure to procure and preposition [pre-position] private resources
  5. Insufficient internal and external communications
  6. Problems with emergency communication and response
The action plan, if properly implemented, would avoid a repetition of the serious consequences of the city's failure to protect the safety and well-being of its residents.
