THE TRASH PILES GROW

The garbage situation is getting worse and worse. Because of budget cuts, the Sanitation Department only empties public litter baskets on Church Avenue twice a week--Mondays and Thursdays. Making the situation worse are the people who are putting bags of garbage and other assorted odds and ends from their homes into the baskets. This leaves no room for their real purpose: for pedestrians to put small pieces of trash in, like a piece of paper or a food wrapper.

A sign on every basket says

LITTER ONLY

NO HOUSEHOLD TRASH

NO BUSINESS TRASH

$100 FINE
