70TH PRECINCT NATIONAL NIGHT OUT AGAINST CRIME, 2026 (FREE)

 
National Night Out Against Crime
Tuesday, August 4th

Join the 70th Precinct (Midwood, Fiske Terrace, Ditmas Park, and Prospect Park South) and its community partners for the annual National Night Out Against Crime on Tuesday, August 4th, from 5:00 p.m. to 9:00 p.m. 
 
Highlights of the event will include a barbecue, a bouncy house, face painting, games, raffles, free giveaways, blood pressure screening, and phone and bicycle registration.

KENSINGTON'S 70TH PRECINCT SECTOR C "BEAT COPS" WILL MEET WITH RESIDENTS TONIGHT


The Neighborhood Coordination Officers (NCOs) for Sector C of the 70th Precinct will meet with the community at a safety meeting tonight (Monday, October 29th) at 7:00 p.m. Sector C covers the precinct's portion of Kensington.

The NCOs are Officer Dilek Kahveci and Officer Bryan Cipolla. They can be e-mailed at, respectively, Dilek.Kahveci @ nypd.org and Bryan.Cipolla @ nypd.org.

The meeting will be held at Pakistani American Youth Society, 1001 Newkirk Avenue, between Coney Island Avenue and Westminster Road (map).

The doors will be opened at 6:30 p.m. to serve refreshments.

70TH PRECINCT NATIONAL NIGHT OUT AGAINST CRIME

Join the 70th Precinct and the 70th Precinct Community Council at the Prospect Park Parade Ground for National Night Out Against Crime.

Meet leaders and personnel from the 70th precinct and interact with neighbors, community members, and local businesses with the common goal of partnership and safety.

Enjoy a free, child-friendly evening of BBQ, rides, games, face painting, giveaways, and other activities.


Get useful crime prevention tips to keep you, your home, and your neighborhood safe. 

Have your cell phone, bicycle, and iPod etched for identification purposes.

The 34th Annual National Night Out Against Crime will take place on Tuesday, August 1st, from 6:30 p.m. to 9:00 p.m. The Parade Ground is at Caton Avenue and Argyle Road.

The National Association of Town Watch introduced National Night Out--America's Night Out Against Crime--in 1984. The night's goals are to
  • heighten crime and drug prevention awareness,
  • generate support for, and participation in, local anti-crime efforts,
  • strengthen neighborhood spirit and police-community partnerships, and
  • send a message to criminals letting them know neighborhoods are organized and fighting back.

In the 1970s, before the creation of National Night Out, people in several communities participated in a grass-roots effort to deter crime by turning on their porch lights, sitting outside, and talking with their neighbors.

COP TUMBLES OFF HOOD OF COP CAR


A police officer who was riding face down, spread-eagle, on the hood of an NYPD patrol car flew off when the driver stopped the car abruptly. The driver, Officer Michael Gargano, has been suspended by the NYPD. Both officers are from Brooklyn's 70th Precinct.

Witnesses called the cops' actions "horseplay." 

Officer Ahmed Shuhel suffered serious, but not life-threatening, head injuries. He was taken to Lutheran Medical Center. He too may face disciplinary action.

The incident occurred at about 7:50 a.m. on Monday on Seton Place, near Parkville Avenue, in Kensington.

CRIME REPORT BY 70TH PRECINCT COMMANDER AT PUBLIC SAFETY COMMITTEE MEETING, COMMUNITY BOARD 14

Community Board 14 Public Safety Committee Meeting
Monday, November 17th, 7:00 p.m.

Deputy Inspector Richard DiBlasio, the Commanding Officer of the 70th Police Precinct, will be the featured speaker at the Community Board 14 Public Safety Committee meeting. He will
  • give a report on the state of the precinct,
  • provide an update on issues of concern to the community, and
  • offer holiday crime prevention tips.

Those issues of concern include 
  • a home invasion in October that led to Leonard Phillips' murder in his home on Rugby Road at Cortelyou Road,
  • the armed robberies in October and November of
    • Stratford Deli on Church Avenue near Stratford Road,
    • Mimi's Hummus on Cortelyou Road near Westminster Road,
    • Ox Cart Tavern on Argyle Road at Newkirk Avenue, and
    • Lark Cafe on Church Avenue at E. 10th Street), and
  • the January armed robbery and assault of a livery cab driver on E. 8th Street near Cortelyou Road.

In another note, the precinct's ticketing of pedestrians and cyclists who are passing through the Parade Grounds after dusk is not sitting well with a number of neighborhood residents. An online petition addressed to Prospect Park Alliance and the city's Parks and Transportation commissioners is requesting that they "Make it legal to walk and bike through the Parade Grounds" after dusk. However, a November 10th update on the petition site reports that "The 70th Precinct has vetoed any changes to the hours."

Deputy Inspector DiBlasio took over the command of the 70th Precinct in April of this year. He has been on the NYPD for 27 years, first patrolling the 61st Precinct and then being promoted to sergeant in 1994, lieutenant in 2000, captain in 2006, and deputy inspector last year. He's served in the 63rd, 84th, 61st, and 68th precincts and Patrol Borough Brooklyn South.
 

Committee meetings are open to the public. The current co-chairs of the Public Safety Committee are Gary Schultze and Joseph Dweck.

Community Board 14 serves Flatbush, Midwood, and parts of Kensington.

DEATH BY BULLET, NOT BY KNIFE

UPDATE: A DNAinfo article reports that Carvajal did not stab Laureano. It says that Carvajal lunged at Laureano, and police then began firing their weapons.

After Kataryzna Russo's ex-boyfriend stabbed her current boyfriend in her apartment, the police fired 18 bullets at the ex, one of which hit the current boyfriend, Rafael Laureano. Laureano died at Maimonides Hospital from the bullet wound, not from the stab wounds (as was previously reported in the media).

CBS reports that through an autopsy,
"the New York City Medical Examiner’s office determined that his [Rafael Laureano] death was actually caused by a perforating gunshot wound to the back."
Officers had fired multiple shots at the knife-wielding Francisco Carvajal as he and Laureano were engaged in a physical struggle; one of the bullets hit Laureano.

Laureano was a bodybuilder, as is Russo.

UPDATE ON KNIFE AND GUN DEATHS IN MIDWOOD APARTMENT

News reports on last night's stabbing and shooting deaths in the apartment at 820 Ocean Parkway indicate that a woman's former boyfriend stabbed her current boyfriend. The police then shot the former boyfriend, who died on the spot. They also hit the current boyfriend with a stray bullet. He died later in the evening at Maimonides Hospital.

Kataryzna Russo protected herself and her two children, ages 6 and 7, from attempts by Francisco Carvajal, her ex-boyfriend, to stab her by going into a bathroom in her apartment and locking its door. She called her current boyfriend, Rafael Laureano, for help.

When police arrived in response to a 911 call, the 51-year-old Laureano met them and entered Russo's apartment with them. He tried to attack Carvajal, who stabbed him. Carvajal, 47 years old, who lived on the floor below Russo, was holding two knives. He refused to drop them when the police ordered him to, and they shot him to death.

DISPUTE LEADS TO TWO DEATHS IN MIDWOOD APARTMENT

A man armed with a knife stabbed another man during a dispute tonight inside an apartment at 820 Ocean Parkway, near the Kensington/Midwood border. At about 7:20, police responding to a 911 call shot and killed the knife-wielding man inside the apartment. The stabbing victim died in Maimonides Hospital.

The woman and the two children who were in the apartment were not stabbed. It has been reported that the woman and the man who had the knife are a couple.

MISSING SENIOR: HUNGYUP CHENG


Missing senior
Hungyup Cheng, male, Asian, 72 years old, 5'3" tall, 140 pounds, black hair, brown eyes. Missing from Parade Place and Parkside Avenue in Brooklyn.

Mr. Cheng suffers from schizophrenia He was last seen on Monday, August 25th, carrying keys and a passport. If you see Mr. Cheng or if you have any information about his whereabouts, call 911.

SHOOTING AT CATON AND ARGYLE

Police report that two people were shot at Caton Avenue and Argyle Road, at Prospect Park's Parade Ground. The shooting took place last night (Saturday) at 9:27 p.m. in the 70th Precinct. One of the perpetrators is in police custody.
