ANOTHER ALLEGED ATTACKER ARRESTED

UPDATE: The woman who identified Joshua Flecha in a lineup as her assailant has since stated that Flecha is NOT the person who attacked her. Five other assault victims who had viewed him in a lineup didn't identify him as their attacker.

Police were watching a man on 17th Street near 10th Avenue in Windsor Terrace at 3:15 this morning. They thought that he intended to break into a parked car. Instead, they found him masturbating to porn on his cell phone. They arrested him for criminal possession of marijuana.

Then they noticed that he resembles one of the men depicted in the NYPD police sketches as wanted for sexual assault. Next, a woman who was assaulted on May 7th identified him in a lineup. In that incident, a man grabbed a woman’s breasts from behind as she was entering a turnstile at the 8th Avenue entrance of the 7th Avenue F train station, exposed himself, and masturbated.

The charges against Joshua Flecha, in addition to the marijuana charge,  are forcible touching and sexual abuse. Flecha, a thirty-two-year-old resident of Astoria, Queens, is a bartender in a midtown Manhattan bar.

Nobody knows how many men are guilty of the twenty sexual assaults that began in March.

MEET CATHERINE ZINNEL, COUNCILMEMBER BRAD LANDER'S DISTRICT DIRECTOR

Meet Catherine Zinnel, Councilmember Brad Lander's new District Director. Catherine's job is to help Brad's constituents resolve problems, and she brings a lot of enthusiasm to the job.

We asked Catherine to tell us a bit about her work with the councilmember and her background.
It is my pleasure to introduce myself as Councilmember Brad Lander’s new District Director. I am your contact for constituent concerns and community issues across the 39th District and the point person for many of Councilmember Lander’s neighborhood initiatives. I look forward to meeting our constituents in Kensington and hearing from you which resources are needed so we can work together to address issues in the community. I am excited to work with Councilmember Lander and our neighbors to keep our communities safe, inclusive, and sustainable.
Prior to joining Councilmember Lander’s team, I served as a New York City Urban Fellow at the New York City Housing Authority (NYCHA), where I coordinated the development of new public and affordable housing. I earned my Bachelor’s degree from Hunter College at CUNY, and I had the opportunity to study city planning in South Africa, India, and Brazil. A Levittown native, I now live in Carroll Gardens. You can reach me in Councilmember Lander’s District Office at 456 Fifth Avenue in Park Slope, or call me at (718) 499-1090. I look forward to meeting you!

SELF-DEFENSE STRATEGIES TO READ AND LISTEN TO

Tracy Hobson, executive director of the Center for Anti-Violence Education,
offers this advice on self-defense in the Daily News:
- Scream first. "Stand up for yourself. Yell. Aim to use your voice as a weapon instead of being physical."
- If the creep doesn't leave, get ready to fight using closed fists to block your face and an open palm to strike.
- When hitting, aim for the eyes, nose or throat - places on the body that are soft and easy to hurt.
- When kicking, target the knees with a swift kick using the heel of the shoe.
She also offers advice on self-defense strategies in this radio interview.

A caller to the program made a statement that, unfortunately, is true.
"I live in Kensington, and until I heard it on NYC, and now I've looked on the blogs, I hadn't heard about this. There aren't signs up in my neighborhood, in my part of the neighborhood. In Park Slope, I've seen signs, but not in this end."
The southern part of Windsor Terrace doesn't have any signs (NYPD wanted fliers) either.

TELL BRAD LANDER WHAT YOU WANT MONEY SPENT ON IN KENSINGTON

Brad Lander, our City Councilmember, has $1,000,000 for spending in his district on capital projects. It could be used for
  • additional security cameras and better lighting in and around the subway stations,
  • paving roads,
  • repairing sidewalks,
  • improving street lighting,
  • creating a dog run,
  • technology for the schools,
  • technology for the library,
  • tree guards,
  • litter baskets, and
  • any other equipment, construction, or repairs that you can think of.
Here's a  reminder from Brad about tonight's meeting:
By now, you’ve probably heard a lot about participatory budgeting, the exciting new initiative that lets you decide how tax dollars are spent in our neighborhood. Over the next several months, we will start to put budgeting decisions directly in the hands of the people those decisions will impact most – that means you.

The process starts tomorrow with a Neighborhood Assembly in Kensington, where you can join other residents to learn more about your new role in setting our budgeting priorities … and then offer your ideas for projects that could be built in our neighborhood. Over 50 of your Kensington neighbors have already registered to attend this important event. Please join us and make sure your voice is heard.

Here are the details:

Participatory Budgeting Neighborhood Assembly
Monday, October 17th, 6:30 PM
PS 230, at 1 Albemarle Road (between McDonald Avenue and Dahill Road)
RSVP here

Also, we still need volunteers to help at this historic assembly (and similar meetings in other neighborhoods). If you would like to volunteer, either to help spread the word about the assembly or to work at the assembly itself, please email me at lander [at] council.nyc.gov.

Can you be there tomorrow? You can RSVP here.

Please join us – we want to hear about the issues that matter most to you. You’ve probably heard politicians say that before, but this time, your ideas will be turned into real project proposals, and next spring, you and your neighbors will go to the ballot box to decide which projects will be funded. This is real money. I’ve allocated $1 million in capital funding to these projects, and it’s up to you to decide how it gets spent. Just like democracy, this process will only work if you participate.

For additional meeting dates, and for updates on the participatory budgeting process, please visit BradLander.com/PB. I hope you’ll join us to make this process a success.

MOBILE NEIGHBORHOOD WATCH

K9WaTch (KWT Canine Watch) is a free, all-volunteer safety service that will harness the power of neighborhood residents who are already outside in the evening--people who are walking their dogs.
The service will start when there are at least twenty dog owners registered to participate. That goal has almost been reached. Dog owners, please fill out a Volunteer Application on the K9WaTch website!

Volunteers are also needed to help spread the word about K9WaTch by distributing flyers and by talking about it at community meetings.

The group has been encouraging dog owners in the Kensington-Windsor Terrace area to walk their dogs near our local subway stations--the two ends of the Fort Hamilton Parkway station and the Albemarle Road end of the Church Avenue station. They can stay at a station for a specific amount of time (fifteen minutes, thirty minutes, or whatever amount of time they can spare), stay until a train arrives, or escort women home.

People without dogs are also welcome to participate by pairing up with another K9WaTcher.

Six local businesses and one community organization are sponsoring KWT Canine Watch. All of them donated to this cause without hesitation. The sponsors are Cynthia King Dance Studio, Sean Casey Animal Rescue, brooklyn-real, Chino's Deli, Parkview Realty, Brooklyn Commune, and KARMABrooklyn.

FREE ONLINE RESOURCE GUIDE ON PREVENTING PUBLIC SEXUAL ASSAULT AND HARASSMENT

Twenty sexual assaults have been reported to the police since March 2011 in Windsor Terrace, Park Slope, Greenwood Heights, Sunset Park, and Bay Ridge. Fourteen of the assaults took place on public streets; six took place in the 7th Avenue station of the F train in Park Slope.

Volunteers from the Public Advocate's office, together with community groups and local elected officials, are distributing 3,000 copies of "Making Our Communities Safer: How You Can Help Prevent Sexual Assault & Harassment" to businesses and subway stations throughout the area. The free online guide contains tips and resources to help people prevent and intervene in public sexual assault and harassment. It highlights the work of the community organizations that escort subway riders home for free, and it offers practical points of advice on how to stay safe.

The chapters are Safety Tips, Free Community Services to Escort You Home, Other Helpful Resources, 5 Things You Can Do If You Witness Sexual Harassment, If You Are the Victim of Sexual Assault, and If You Witness a Sexual Assault & Are Unable to Intervene. There's also a Map of Public Sexual Assault & Harassment Cases (March-October 2011).

If you can help distribute copies, send an e-mail to organize [at] pubadvocate.nyc.gov or post to the Public Advocate on Facebook or Twitter.
