Five gift certificates from Foodtown  will be raffled off for Thanksgiving.

PERSISTENT CRIME AND THE FEAR IT'S STIRRED UP IN WINDSOR TERRACE

UPDATE: A special meeting of the 72nd Precinct Community Council will be held on Tuesday, November 26th, at 7:30 p.m. Location: the Marian Center in the basement of Immaculate Heart of Mary Rectory, 2805 Fort Hamilton Parkway, between E. 4th and E. 5th streets, in Windsor Terrace.

The Commanding Officer of the 72nd Precinct got an earful of complaints from incensed Windsor Terrace residents at tonight's monthly meeting of the 72nd Precinct Community Council.

People who have lived in Windsor Terrace for ten, twenty, and thirty years asserted that the situation is the worst it's been since they moved here.

The air was filled with reports of

• group assaults,
• groups of people armed with guns and/or knives,
• verbal threats of physical violence,
• house break-ins,
• car break-ins,
• people climbing on top of garages to get access to private backyards,
• young teenagers smoking pot in the presence of younger children in parks,
• crimes by the Fort Hamilton Parkway/E. 5th Street F and G subway station due to the absence of a clerk inside and low lighting outside, and
• package theft.

Residents, particularly those living in the southwestern portion of Windsor Terrace--the part closer to Kensington and west of the Prospect Expressway--are alarmed. They're experiencing fear for their own safety, but they're especially concerned about the safety of their children of various ages.

Deputy Inspector Emmanuel Gonzalez shared that when he became commanding officer of the 72nd Precinct in March 2016, 110 officers were assigned to it. Today, it has 163 officers. In response to complaints about the lack of officers patrolling the streets--especially side streets--he said he plans to look into assigning more officers to patrols.

He also wants to get the lighting improved in dimly-lit areas and increase the number of clandestine surveillance cameras. 

A resident suggested forming a neighborhood watch, since the one that the Albemarle Neighborhood Association operated ended several years ago. He asked if the precinct would give the community advice on how to set it up and operate it, and Inspector Gonzalez agreed to do that.

The Inspector said that he wasn't aware of a number of the issues reported tonight, and he promised to look into them. But rather than wait until the Community Council's regularly scheduled meeting next month, he'll report back to the community at a special meeting two weeks from now in the same location. The date of that meeting will be announced.

Last year we distributed our two millionth coat, and this year our goal is to collect 100,000 new or gently used coats for our Community Partners, which include social service agencies, public schools, and transitional housing shelters.

TOY AND CLOTHING DRIVE FOR CHILDREN FOR THE HOLIDAYS

Gifts of new and unwrapped toys and clothing for girls and boys--from newborn to sixteen years old--are being collected during Community Board 7's 32nd Annual Holiday Gift Drive.

CB 7 is collecting donations through Wednesday, December 18th. Drop donated items off at their office at 4201 4th Avenue in Sunset Park weekdays from 9:00 a.m. to 4:30 p.m. The entrance to the building is on 43rd Street.

Signs indicating street closings for milling and paving are supposed to be posted on the streets in advance of the work, but that isn't always done. Avoid having your vehicle relocated to another street without your knowledge by checking that page at the beginning of every week.

From the DOT website:

Milling is the process of grinding off the top layer of asphalt or surface of a roadway. This is usually done in preparation for paving, although there are exceptions where no milling or only partial milling is needed.

Resurfacing is the process of placing an asphalt overlay on a roadway, whether or not it has been milled.

The milling process is noisy and may cause discomfort in the affected neighborhood for several days. Much of the work is done at night in order to minimize disruptions to traffic.

Although DOT takes steps to minimize the inconvenience, milling requires trucks, special machinery and portable lights. To minimize disruption, machinery is fitted with noise reduction equipment and crews attempt to keep noise to a minimum.

Schedules are subject to change due to inclement weather or emergencies.

PRE-THANKSGIVING FOOD DRIVE FOR NEIGHBORHOOD RESIDENTS TOMORROW

Food Drive

Sunday, November 10th, 8:00 a.m. to noon

To replenish the food pantry at Immaculate Heart of Mary Church in time for Thanksgiving, the church's Cub Scout Pack 187 will collect non-perishable food on Sunday, November 10th, from 8:00 a.m. to noon.

They'll collect the food in front of Foodtown, 382 McDonald Avenue at Albemarle Road, in Kensington, for the benefit of neighborhood residents in need.

Non-perishable foods have a long shelf life, with expiration dates far into the future. They can be safely stored at room temperature.

A few examples of non-perishable foods are canned fish, canned meat, canned and dried beans, nuts, peanut and other nut butters, jelly, honey, canned fruit, dried fruit, 100% fruit juice, bottled water, dry or shelf-stable milk, canned vegetables, crackers, uncooked rice, uncooked pasta, hot and cold cereals, granola, flour, dried herbs and spices, etc.

Healthy food options are best: whole grains, low fat, low or no sugar, low or no salt, and few or no chemical additives.
 
Recent statistics showed that almost 13% of New York City’s population suffer from food insecurity, meaning that they aren't able to afford an adequate supply of food.

Last year, in fact, 34% of the food pantries and kitchens in New York City didn't have enough resources to meet people's needs, so they had to turn people away, reduce portion sizes, and cut back on their open hours.

MEMORIAL WALK IN KENSINGTON FOR PEOPLE KILLED IN TRAFFIC VIOLENCE

Walk on Monday, November 11th, starting at 6:00 p.m., to commemorate the lives sacrificed in our neighborhood to traffic violence. The walk will go past the locations where those people's lives were taken from them.

In addition to those deaths, many other people have been injured on our streets, and we demand that effective measures be taken to protect us. Traffic-calming efforts to date haven't gone far enough.

The walk will start at 401 Church Avenue, at the intersection of Church Avenue and E. 4th Street, in Kensington, Brooklyn.

Route

• Meet at the intersection of Church Avenue and E. 4th Street. 
• Walk on Church Avenue to E. 7th Street.
• Turn left at E. 7th Street and walk to Caton Avenue.
• Turn right at Caton Avenue and walk to E. 8th Street.
• Turn right at E. 8th Street and walk to Church Avenue.
• Turn left onto Church Avenue and walk to Coney Island Avenue.

Please also attend the Kensington Safe Streets Town Hall at 6:30 p.m. on Monday, November 18th, in P.S. 889 on Coney Island Avenue near Turner Place. Talk to representatives from the Department of Transportation as well as several of our elected officials. Tell them what you expect them to do.

ASP SUSPENDED ON VETERANS DAY

Alternate side of the street parking regulations will be suspended on Monday, November 11th, for Veterans Day.

All other regulations, including parking meter regulations, will be in effect. Those are only suspended on these major legal holidays: New Years Day, Memorial Day, Independence Day, Labor Day, Thanksgiving, and Christmas.

F TRAIN REPLACED BY SHUTTLE BUSES THIS WEEKEND

Planned structural improvements this weekend will affect F train service from Friday, November 1st, at 9:45 p.m., through Monday, November 4th, at 5:00 a.m.

From 179th Street to Church Avenue, F trains will run normally. But F train service between Church Avenue and Stillwell Avenue will be replaced by free shuttle buses. Transfer between F trains and shuttle buses at Church Avenue.

Shuttle buses running between Church Avenue and Stillwell Avenue will stop at Ditmas Avenue, 18th Avenue, Avenue I, Bay Parkway, Avenue N, Avenue P, Kings Highway, Avenue U, Avenue X, Neptune Avenue, and West 8th Street.

However, from 8:00 a.m. to 10:00 p.m. on Saturday and Sunday, some of the shuttle buses will only run between Church Avenue and Kings Highway.

For direct service between Coney Island and Manhattan/Downtown Brooklyn, take the Q train instead.

In Manhattan, transfer between the F train and the Q train at 34th Street-Herald Square.

In Brooklyn, transfer between the Q train and shuttle buses at Stillwell Avenue or West 8th Street.

STAYING ALIVE (AND UNINJURED) ON THE STREETS OF KENSINGTON: A SAFE STREETS TOWN HALL

"Together with New York State Assemblymember Robert Carroll, I'll be hosting a town hall meeting with the New York City Department of Transportation on Monday, November 18th, from 6:30 p.m. to 8:00 p.m., at P.S. 889/M.S. 890 at 510 Coney Island Avenue (between Turner and Hinckley places) to talk about all the recent crashes and focus on what more can and must be done to make Church Avenue, Coney Island Avenue, Ocean Parkway, and all our streets safer.

The latest changes at Church Avenue and Ocean Parkway which were recently implemented after over a year of conversation don't appear to have made much difference.

I expect the Department of Transportation to discuss the changes at Church Avenue and Ocean Parkway, steps they are taking at Church and Coney Island avenues, and to listen to the community about what needs to be done to make Coney Island Avenue a safer place for pedestrians, cyclists, and drivers alike. 

I'll also give an update on the Reckless Driver Accountability Act. By the November 18th town hall, I expect to have some progress to report (and expect to be held accountable if I don't)."

Councilmember Mathieu Eugene of City Council District 40 will also participate.

Residents of Windsor Terrace and Sunset Park will get together with police officers to discuss past crimes and what the precinct is doing to prevent future crime at the 72nd Precinct Community Council's monthly meeting. Learn what types of crime have been taking place, their frequency, why they happen, and how to prevent them.

The public is invited to voice its concerns about criminal activity: armed robberies, rape and other forms of sexual assaults, home break-ins, burglaries in local stores, bank robberies, drivers who are speeding or breaking other laws, stolen bicycles, package theft, and any other crimes.

In addition to the book sale, there will be a bake sale, music, and, from 10:30 a.m. to 11:00 a.m., Drag Queen Story Hour.

Donations of baked goods are welcome and can be brought to the library on October 19th.

Dia de los Muertos

Dia de los Muertos (Day of the Dead) is a holiday that celebrates loved ones who have passed on. Celebrate it in Kensington with arts, crafts, performances, altar exhibitions, and the lighting of candles at the communal ofrenda (shrine), alongside mariachi bands.

HAZARDOUS TO YOUR HEALTH: THE INTERSECTION OF BEVERLEY ROAD AND E. 2ND STREET

Car drivers and truck drivers are injuring and killing pedestrians and bicyclists on a regular basis in Kensington and Windsor Terrace. We have to be vigilant about our own safety, of course, but we also need our elected officials, our community boards, the NYPD, and the Department of Transportation to protect us.

One example of their failure to do that is the intersection of Beverley Road and E. 2nd Street. After conducting a traffic study there in 2013, the Department of Transportation determined that no traffic-calming measures were needed. They were wrong.

Neighbor Shermin Shakiri has created a petition about that intersection: "SAFETY PRECAUTIONS AT E2 STREET & BEVERLEY ROAD." It's posted at https://www.change.org/p/mayor-bill-de-blasio-safety-precautions-at-e2-street-beverley-road.

A car hit Shermin's mother there. A driver on Beverley Road turned right onto E. 2nd Street too quickly and hit a parked car. That car hit another car, which hit another car, and so on. One of the parked cars ended up on the sidewalk where Shermin's mother was standing and caused serious injuries.

My name is Shermin Shakiri and I was born on November 28, 1982 and lived at the corner of E2 Street and Avenue C at the time. I live on E2 and Beverley Road my entire life.

I have been reporting the dangerous corner of Beverley Road and E 2 Street for many years to the City. My mother was a pedestrian struck by a vehicle there in 2011 and my brother-in-law was a pedestrian struck there in 2017 requiring surgical procedure.

There is no stop sign, NOR a painted crosswalk for pedestrians. Cars that drive down Beverley mostly speed on that curve and are going to result in a deadly accident one day (GOD FORBID).

I am going to start a petition for a stop sign and painted crosswalk as well as 2 speedbumps on that curve. THIS HAS URGENCY. I hope that all my fellow neighbors see this as a huge safety threat and help in me trying to obtain the attention of the CITY & DOT.
