With house prices and rents seemingly endlessly rising, tonight we'll discuss rent control, public housing, and affordable housing quotas. Are there viable mechanisms to keep this city a workable option for working families, or will the market drive us all out?

Also, the National Labor Relations Board court hearing on Golden Farm was scheduled to take place this morning, and someone will report on it.

UPDATE #1 ON FIRE DOWN BELOW ON E. 3RD STREET

The FDNY is battling fires in Con Ed manholes on E. 3rd Street, between Church Avenue and Albemarle Road.

The entire block has been closed off. Most of the homes are without electricity. Also affected are homes on E. 3rd between Albemarle Road and Caton Avenue.

The FDNY had been going door-to-door to check for carbon monoxide when the second manhole caught fire.

Advice: unplug all appliances that have a compressor, such as a refrigerator, in case of a power surge.

Thanks, CEM and MMA, for the info.

FIRE DOWN BELOW ON E. 3RD STREET

The FDNY is battling fires in Con Ed's manholes on E. 3rd Street, between Church Avenue and Albemarle Road. One house has been taped off. As you can imagine, electrical service is sparse.

FIREWORKS TONIGHT. NOT ALL LOUD, POPPING SOUNDS WILL BE GUNSHOTS.

The fireworks display in New York Harbor tonight, east of Liberty Island, will start at approximately 8:40 p.m. If the weather is lousy, the display will take place tomorrow night instead, still at 8:40 p.m.

It's the kickoff for this Sunday's Super Bowl.

DISTRICT MANAGER LEAVES COMMUNITY BOARD 12

After more than ten years as District Manager of Brooklyn Community Board 12, Wolf Sender is leaving for a job with newly-elected Kings County District Attorney Ken Thompson. Starting on February 3rd, Mr. Sender will "oversee Jewish affairs."

Anyone considering applying for the job of District Manager can learn about the job's responsibilities on pages 52 to 55 of 2010 Handbook for Community Board Members. The Brooklyn Borough President's website sums up the job:
The District Manager
Each Community Board has its own office, District Manager and staff. The District Manager and the Board staff are hired by a Community Board and serve at the Board's pleasure.
The District Manager establishes an office, hires staff, and implements procedures to improve the delivery of City services to the district. District Managers play many different roles. They are complaint takers, municipal mangers, information sources, community organizers, mediators, advocates and much more.

The main responsibility of the District Office is to receive and resolve complaints from community residents.

Many Board offices have assumed the responsibility of providing additional services. These might include assisting with Senior Citizen Rent Increase Exemption Forms, Housing Assistance Applications, Half-Fare applications, etc. They also process permits for block parties, street fairs, etc.

In addition, some offices may handle special projects, including organizing tenants and merchants associations, coordinating neighborhood cleanup programs, publicizing special events, and more, depending on community needs.

Each community board is given an annual budget that pays for personnel (the District Manager and full-time and/or part-time staff), rent (if charged), supplies, and mailings.

The majority of a board's budget--each board gets about $200,000 per year--is spent on personnel. In 2012, for example, CB 12 spent $152,574 on salaries. Mr. Sender's annual salary was $107,446. Lucille Mauro, Community Assistant, was paid $31,036. And Community Service Aide Ann Marie Honan earned $14 per hour and was paid $14,092.

Community Board 12 rents office space at 5910 13th Avenue, between 59th and 60th streets.

BROOKLYN COMMUNE'S CHEF WILL SERVE AT LINCOLN CENTER

The James Beard Foundation counts Brooklyn Commune's Chris Scott as one of New York’s finest chefs.

The Foundation has invited Chef Chris to perform his cooking magic for the Greens (the Foundation's group of foodies under 40) and Hang Set (Jazz at Lincoln Center’s group of jazz fans under 40) when the two groups get together at Lincoln Center for an evening of food and jazz.

The first part of the evening will be a reception, followed by a concert featuring the Jazz at Lincoln Center Orchestra with Wynton Marsalis. The concert's hosts will be alto saxophonist, bandleader, and composer Kenny Garrett & The Music of Mulgrew Miller, the late pianist.

Chris Scott and his wife, Eugenie Woo, co-own Brooklyn Commune. They've fashioned the restaurant into an enjoyable and comfortable place to eat delicious food, and they've made it an active, contributing member of the community since its opening in 2010.
