MCDONALD AND CONEY ISLAND AVENUES: WHAT WILL THEY LOOK LIKE IN THE FUTURE? COMMUNITY WORKSHOPS, IN-PERSON AND ONLINE, IN SEPTEMBER

South of Prospect Neighborhood Plan
Community Workshop
Tuesday, September 15th
6:30 p.m. to 8:30 p.m.

South of Prospect Neighborhood Plan
Virtual Community Workshop
Wednesday, September 23rd
6:30 p.m. to 8:30 p.m.

From The South of Prospect Neighborhood Plan team at NYC Planning:

Since we kicked off the South of Prospect Neighborhood Plan, we've been busy engaging with community members and groups. Our multi-lingual Community Priorities survey, which will remain open until October 1, has collected invaluable local input from more than 1,800 people.

At the end of July, NYC Planning staff joined community gatherings at Celebrate Kensington! and at the Flatbush Development Corporation's Open Streets finale. And in the beginning of August, we held a preliminary meeting and a walking tour with representatives from Community Boards 12 and 14.

As the summer winds down, we are looking forward to a busy schedule this fall with more public events and ways to engage on the Plan!

First Public Workshop: Insights & Visioning

We are thrilled to announce the dates for our first public workshop:
  • In-person workshop: Tuesday, September 15, 6:30 pm, at P.S. 889 on Hinckley Place at Coney Island Avenue
  • Virtual workshop: Wednesday, September 23, 6:30 pm, held virtually on Zoom
Each event will include opening remarks from Council Members Shahana Hanif and Rita Joseph; several stations with information about planning in NYC and the study area; preliminary findings from our survey; and activities where community members will be able to share their current perceptions — and a future vision — of the neighborhood.

More details can be found on the flyers above. We encourage you to RSVP and indicate if you'd like an interpreter in your language to be present. As always, we also encourage you to share the invitation and information with your neighbors and local networks, so we can reach as many community members as possible.

We hope you enjoy these final days of August, and see you in September!

The South of Prospect Neighborhood Plan is for McDonald Avenue (Fort Hamilton Parkway to Avenue I), Coney Island Avenue (Caton Avenue to Avenue I), and the surrounding areas.

Dear Neighbors and Friends of Community Board 12,

As a reminder, the next South of Prospect Planning Committee Meeting will be this Tuesday, August 25 at 7:00pm, at Community Board 12's Office: 5910 13th Avenue, and remotely on Zoom.

We invite you to attend and learn more as we begin our work together as a committee. While Tuesday's meeting will focus primarily on establishing our committee's role and goals, there will be an opportunity for public participation and community input, and we'd love to hear from you. All are welcome -- please join us!

If you were able to attend our first meeting with the Department of City Planning (DCP) earlier this month, thank you for kicking off this process with us.

If you did not join us at our last meeting, there will be plenty of opportunities to stay engaged in the South of Prospect Neighborhood planning process, including at next week's meeting (and beyond). Please join us when you are able.

A few updates and resources ahead of Tuesday's meeting:
  • While representatives from DCP will be present on Tuesday night, they will not be delivering a presentation. The meeting's focus will be on our work as a committee; however, we have asked DCP to be there to hear our comments and respond to committee-related questions.
  • For reference, our colleagues from DCP have shared the links below for more information on past neighborhood plans and the Commitments Tracker.
  • The video recording of our August 4th meeting is also forthcoming; once a link is available I will share that recording, along with recordings of future committee meetings.
  • MOST IMPORTANTLY: SAVE THE DATE! TUESDAY, SEPTEMBER 15TH: DCP will be hosting a public workshop to begin the neighborhood planning process. Please spread the word! We'd love to see a huge turnout. More details coming soon.
  • If you have not yet submitted the South of Prospect Survey, please do! You can complete it in English HERE, or in other languages on DCP's website.
We hope to see you on Tuesday night.

Warm regards,
Beth Slepian (she/her)

 South of Prospect Planning Committee
Tuesday, August 4th
7:00 p.m. to 9:00 p.m.

From Beth Slepian, Chair, Community Board 12 South of Prospect Planning Committee:
As you may know, The Department of City Planning is working to develop a comprehensive plan for neighborhoods south of Prospect Park. Focusing on portions of Coney Island and McDonald Avenues, the plan offers an opportunity to create more transit-accessible housing, including permanently affordable housing, expand economic opportunity, and deliver community investments such as enhancements to the public realm.

I'm pleased to share that in Community Board 12, our board chair has formed a new committee named the South of Prospect Planning Committee, in order to maximize community engagement for our constituents who live and work in the neighborhoods south of Prospect Park, including Kensington, Prospect Park South, Ditmas Park, Borough Park and Midwood.

Our first meeting will be held next week: Tuesday, August 4 at 7:00 PM, at Community Board 12's Office: 5910 13th Avenue, and remotely on Zoom. The Department of City Planning will be attending in person and will present about the South of Prospect Park plan. This meeting is open to the public, and there will be a public comment period. All are welcome to attend, learn more, and share thoughts on the future of our neighborhoods. Please join us!

If you're unable to attend in person, you can participate remotely on Zoom: https://us02web.zoom.us/j/81395922827.

For more information on the South of Prospect Park Plan, visit the Department of City Planning's website. And if you haven't done so yet, please fill out and share this survey as widely as possible: Community Survey.

Membership in the committee is not just for board members; members of the public are also welcome to join the committee.

The South of Prospect Neighborhood Plan is for McDonald Avenue (Fort Hamilton Parkway to Avenue I), Coney Island Avenue (Caton Avenue to Avenue I), and the surrounding areas. The planning process will last for several or many years.

TALLER BUILDINGS AND MORE HOUSING FOR MCDONALD AVENUE, CONEY ISLAND AVENUE, AND SURROUNDING AREAS I.E., THE NEIGHBORHOODS SOUTH OF PROSPECT PARK

The South of Prospect Neighborhood Plan has been proposed for McDonald Avenue (Fort Hamilton Parkway to Avenue I), Coney Island Avenue (Caton Avenue to Avenue I), and the surrounding areas.

Fill out a survey about the plan, which is part of a city-wide plan for New York City's housing shortage.

Mayor Mamdani's "South of Prospect Plan" specifically covers neighborhoods that are south of Prospect Park. The plan promotes upzoning, which will increase the density of the neighborhoods and allow taller buildings, starting with McDonald Avenue (Fort Hamilton Parkway to Avenue I), Coney Island Avenue (Caton Avenue to Avenue I), and the surrounding areas.

From "Block by Block: The Housing Plan for A New Era," a plan to fix New York City's housing shortage:
Across much of the city, outdated land use regulations have frozen neighborhoods in place. In some areas, this has exacerbated existing challenges, such as a lack of affordable housing and limited job opportunities. In other, wealthier and high-opportunity areas, outdated zoning has often served exclusionary ends, closing off neighborhoods to growth and limiting their racial and economic diversity.

As we know, New York City is a dynamic and ever-changing place. At a reasonable interval, neighborhoods deserve a comprehensive look, including all stakeholders, to ensure that zoning policies and capital investments in areas like transportation, open space, and resiliency are supporting growing, thriving community and aligning with citywide needs.

Under the Mamdani administration, the Department of City Planning, in conjunction with HPD, EDC, and the full complement of capital agencies, will advance this core planning work with a new emphasis on equity, fairness, and neighborhood need.

These efforts begin along White Plains Road in the north Bronx and along McDonald and Coney Island Avenues in neighborhoods south of Prospect Park in Brooklyn. These key neighborhood corridors offer ready access to public transit but are hampered by restrictive zoning that has limited new housing and deepened affordability challenges. In both cases, local Council Members have stepped up to advocate for neighborhood changes that allow for increased housing potential and other neighborhood improvements.

The Mamdani administration will partner with the City Council to develop plans that deliver a significant number of new homes,
mandate affordability, support economic development, and direct investments that address community needs. These plans serve as the first of a broader set of planning efforts spanning a range of neighborhoods across the city.
From "Mayor Mamdani Releases 'Block by Block: The Housing Plan for A New Era'"

Spanning the full breadth of housing policy, from new construction to tenant protections to public housing, homeownership and worker protections, the plan lays out a comprehensive strategy to make New York City more affordable for working people.

Fill out a survey and state your thoughts about the present and future of McDonald Avenue (Fort Hamilton Parkway to Avenue I), Coney Island Avenue (Caton Avenue to Avenue I), and the surrounding areas. The survey asks what you love, which issues you believe are the most pressing, and what your hopes for the future are.

Here is a reprint of the entire survey:
The Department of City Planning (DCP) is working with community members and other City Agencies to start a community planning process for Coney Island Avenue, McDonald Avenue, and the surrounding neighborhoods – and we want to hear from you! The plan will coordinate a long-term community vision for the neighborhoods south of Prospect Park and Green-wood Cemetery and help identify community priorities such as housing, economic development, and improvements to public space and local infrastructure.
