Con Edison says it hired the cars in Windsor Terrace after stray voltage was found [on Sherman Street]. The cars are meant to keep people from walking near the electricity, and the cones and tape are in place to ensure no one gets electrocuted before repairs can be made. Con Ed says it knows about the stray voltage in Windsor Terrace but isn't sure when a crew will be available to fix it.
