COMMUNITY BOARD 7 JANUARY MEETING, OPEN TO THE PUBLIC

Update, January 15th: One of Hamilton's two outdoor dining applications was approved by unanimous consent at tonight's meeting of Community Board 7. That application is for twelve tables that can seat twenty-four people on the sidewalk on Fort Hamilton Parkway. The other application, for roadway dining on E. 4th Street, couldn't be considered tonight because of the timeline that DOT imposed on applications.

No action was taken on Syko Restaurant's outdoor dining application, by a vote of twenty-eight in favor, nine opposed, and one abstention. DOT can now decide whether or not to hold its own public hearing.

TO OPEN A SIDEWALK CAFE, HAMILTON'S NEEDS A ZONING AMENDMENT

Public Hearing on Hamilton's
Request for a Zoning Amendment
Wednesday, November 12th, 6:30 p.m. to 7:30 p.m.

Hamilton's (aka Lula Enterprises LLC) has called upon the office of attorney and lobbyist Vincent Petraro to assist it in getting a license for an unenclosed 45-seat sidewalk cafe right outside the restaurant.

Mr. Petraro's office is targeting the Department of City Planning (DCP), the Brooklyn Borough President, City Council members, and City Council members staff. The Department of Consumer Affairs (DCA) is the agency that issues sidewalk cafe licenses, but it doesn't accept license applications for sidewalk cafes that don't meet zoning requirements.

For that reason, Hamilton's has filed a rezoning request with the Department of City Planning. The request is for 2826 (Hamilton's) and 2902 (Jaya Yoga East) Fort Hamilton Parkway, portions of two city blocks that are both located within the Special Ocean Parkway District.

The requested zoning map change would establish a commercial C2-4 district (Local Service District) within an existing residential R5 district (General Residence District), allowing a preexisting legal nonconforming use to be brought into conformance to permit a sidewalk cafe.

After a review by the Environmental Assessment & Review Division of the DCP, the City Planning Commission has determined that this will have no significant impact on the quality of the environment.

Hamilton's needs Community Board 7's approval for the requested zoning amendment and is asking community residents to attend a public hearing of the board's Land Use/Landmarks Committee at Immaculate Heart of Mary Church as a show of support for the proposed cafe. If the committee, approves the request, it will recommend to the full board that it too approve it.

The committee will meet after the public hearing.

HAMILTON'S WANTS ITS OUTDOOR SEATING BACK

Hamilton's wants to apply for a sidewalk cafe license so it can use its patio for outdoor seating again. But first, Community Board 7's Land Use/Landmarks Committee has to approve Hamilton's rezoning request and then recommend it to the full board. Community support is needed, and Hamilton's is inviting all community residents to attend the public hearing on Wednesday, November 12th, at 6:30 p.m. in the Good Shepherd Center at Immaculate Heart of Mary Church.

HAMILTON'S' OUTDOOR SEATING IS GONE

the past

the present

Hamilton's' outdoor tables and chairs have been folded up: owners Georgia and Kevin Read have had to discontinue offering outdoor seating to their customers.

A restaurant that "operates a portion of a restaurant on a public sidewalk," as Hamilton's did, is required to have a sidewalk café license. The New York City Department of Consumer Affairs (DCA) has been enforcing this rule more frequently lately.

DCA applies the rule to all sidewalk cafés, enclosed and unenclosed alike. An unenclosed sidewalk café is "an outdoor area on the public sidewalk in front of the restaurant that contains removable tables and chairs."

To be licensed, a restaurant must meet a bucketload of requirements. To name just two, the street must be zoned for sidewalk cafés (including the specific type of café), and at least twelve feet of sidewalk must be left available for pedestrians.

If you want to see how overwhelming the process is to apply for a license, take a look at this DCA page. The fees are pretty staggering too.

Until Hamilton's customers can again sit outdoors while they enjoy their meal, luckily, the inside of Hamilton's is attractive, and the food tastes good indoors too!

MY DINNER AT HAMILTON'S; MENU

A friend and I ate dinner at Hamilton's last night on its opening night. We got there at 7:15. The place was full--every table and every space at the bar was occupied.

My friend suggested three items from the menu for us to order. Which means I tried a few foods that were new to me. We shared Brussels, Farro Salad, and Kimchi Fried Rice and Organic Egg. I'd never had queso fresco, farro, or kimchi before.

My "official" review:
Brussels: delicious.
Farro Salad: scrumptious.
Kimchi Fried Rice and Organic Egg: fabulous.

Our waitperson, Chrissy, brought us our meal quickly. She was efficient, and she was pleasant. The whole experience was enjoyable.

Hours: 5:00 p.m. to 1:00 a.m. Temporarily closed on Mondays. Open on Mondays beginning October 29th.
