UPZONING ON CONEY ISLAND AVENUE FOR A TWELVE-STORY BUILDING

 
Public Hearing:
Upzoning 364 Coney Island Avenue
Wednesday, September 9th
6:30 p.m. to 8:30 p.m.
 
A developer has applied to build a twelve-story rental building at 364 Coney Island Avenue. The site, currently a vacant lot, is on the southeastern corner of the block bounded by Caton Place to the north, Coney Island Avenue to the east, Kermit Place to the south, and East 8th Street to the west (Google map).
 
364 Coney Island Avenue LLC, has applied to the Department of City Planning to "map an MIH (Mandatory Inclusionary Housing) Area to facilitate a new 12-story plus cellar, 59,702 sq. ft. (7.2 FAR) mixed-use development including 2,872 sq. ft. of commercial use and 71 dwelling units (18 permanently income-restricted units pursuant to MIH Option 1)."
 
Under MIH Option1"25% of the residential floor area is affordable to households earning an average of 60% of the AMI (Area Median Income), of which 10% shall be affordable to families earning 40% of AMI."
 
No off-street parking will be included, since the site is in an Inner Transit Zone.
 
The developer is Focus Property Group, a subsidiary of JEMB Realty.
 
Focus Property Group also developed the thirteen-story One Park Point at 11 Ocean Parkway, between Coney Island Avenue and E. 8th Street. 
 
"Focus Property Group (FPG) led by Bobby Dweck, today announces that it has made its first acquisition--the International Baptist Church’s Brooklyn campus. Secured via a 99-year ground lease, the building located at 312 Coney Island Avenue, will undergo a capital improvements campaign, repositioning the asset to reflect the evolution of Windsor Terrace."
Brooklyn Community Board 7 (CB 7) will hold a public hearing on the upzoning application on Wednesday, September 9, from 6:30 p.m. to 8:00 p.m. The public can attend in person, on Zoom, and on YouTube

Agenda:
1. Presentation on land use application for 364 Coney Island Avenue on changing from an R5B District to a C4-4D District property bounded by the north east section of Kermit Place, 80 feet southwest of Coney Island Avenue, northeast centerline extension of Kermit Place, and 150 northeast of East 8th Street

2. Changing from a C8-2 District to a C4-4D District property bounded by Caton Place, Coney Island Avenue, Kermit Place, 80 feet southwest of Coney Island Avenue, northeast centerline extension of Kermit Place and 150 feet northeast of East 8th Street 
 
Following the public hearing, the CB 7 Land Use and Landmarks Committee will meet to discuss and vote on the application. The committee meeting is also open to the public.
 
Community Board 7 will accept written testimony until noon on Wednesday, September 9th. Submit your testimony in either of these two ways:

SELF-STORAGE BUILDING PLANNED FOR CATON PLACE



UPDATE, January 20, 2018:
From the Department of Buildings website: Last Action: PLAN EXAM - DISAPPROVED 01/19/2018 (J). Development Challenge Process is pending Zoning Approval.

"Zoning approval" is the decision the Department of Buildings (DOB) makes to indicate that a proposed new building complies with zoning. Zoning approval is pending for this building because (DOB) disapproved the plan exam.

If and when the job receives zoning approval, the Development Challenge Process will begin. The project's architects and engineers will submit diagrams showing its size and scale. Those diagrams will be posted online for the public to view. People have forty-five calendar days from the date of the zoning approval to review the job and to challenge the approval.

The parking lot at 72 Caton Place--formerly owned by Calvary Cathedral of Praise, located at 58 Caton Place--might be converted to an 8-story, 109-foot-tall CubeSmart self-storage facility. Permits were filed with the Department of Buildings on January 4, 2018.

The facility would open in 2020. 

The location is mapped as a C8-2 district. All commercial uses (except large, open amusements) as well as certain community facilities are permitted in C8 districts. Introducing a self-storage facility there wouldn't require rezoning.

Suzuki Capital and Gothic Development Group had bought the property from the church but later sold it to the current developer, JEMB Realty. Suzuki had intended it to be a mixed residential and retail building.

The property is located between Coney Island Avenue and E. 8th Street.
