FOUND! MISSING SENIOR CITIZEN CELSO HEREDIA

Missing senior citizen Celso Heredia has been located. He's at home in Fort Pierce, Florida, in good condition.

Mr. Heredia was admitted to LICH on June 15th, when police found him walking in a traffic lane on the BQE. This past Thursday, July 25th, the hospital reported that he'd been missing since the previous day.

Fort Pierce police are trying to figure out how, without money or identification, the 81-year-old Mr. Heredia was able to get from Long Island College Hospital to Florida after allegedly walking out of the hospital on his own, with no record of an official discharge.

The blog "mcbrooklyn" laid out a timeline yesterday that has LICH administrators unsuccessfully trying to put Mr. Heredia first on a bus and then on a plane, and later escorting him out of the hospital through a high-security door--not wandering off on his own. His departure was captured on video.

HOMICIDES UP IN PATROL BOROUGH BROOKLYN SOUTH

Thirty-seven murders were reported within the boundaries of Patrol Borough Brooklyn South (PBBS) from January 1st through July 14th, 2013. During the same time period in 2012, seven fewer were reported.

In New York City overall, murders are at their lowest point, just as they were last year. PBBS--which includes Kensington's 66th Precinct and Windsor Terrace's 72nd Precinct--is the only one of New York City's eight regions to record an increase in homicides, as displayed on the map above.

PBBS' thirteen precincts are the 60th, 61st, 62nd, 63rd, 66th, 67th, 68th, 69th, 70th, 71st, 72nd, 76th, and 78th. The murder increase can be traced to five precincts; one of them is the 71st, with six homicides, all involving guns. In areas where homicides have increased, more officers have been sent.

The commanding officer of PBBS from July 2011 to April 26, 2013, was Thomas M. Chan, who grew up in a city housing project--the Alfred E. Smith Houses on the Lower East Side. Chan had succeeded Joseph Fox, who had been the commander for eleven years.

When Police Commissioner Ray Kelly promoted Chan to Chief of the NYPD's Community Affairs Bureau in April, he said that murders in PBBS had decreased by 31% during Chan's last year there, "driven by a 28% reduction in shootings and a 24% decline in shooting victims."

GENERATIONS OF FAITH CONCERT AT IHM

Immaculate Heart of Mary Church will present the New York premiere of "Age to Age: Generations of Faith," a concert that features three generations of Catholic musicians--singers and guitarists Steve Angrisano, Dan Schutte, and Curtis Stephan. RAPE ATTEMPT ON WEBSTER AVENUE

A man intending to rape and rob a woman earlier this week grabbed her from behind, hurled her to the ground, and demanded that she give her money to him. When she resisted, he fled.

The twenty-four-year-old woman was walking near 275 Webster Avenue (one block south of 18th Avenue), between Ocean Parkway and E. 8th Street, on Tuesday, July 23rd, at 2:40 a.m., when the man attacked her. 

The perpetrator is a dark-skinned Hispanic man with dark hair worn in a short rounded Afro, is between 27 and 32 years old, and is between 5 feet 10 inches and 6 feet 2 inches tall. When last seen, he was wearing a black T-shirt and dark blue jeans.

COMPOST FOR BROOKLYN'S OPEN HOURS

Until the end of August, Compost for Brooklyn is open every Thursday, from 12:30 p.m. to 2:30 p.m., and the second and fourth Saturdays (July 27th, August 10th, and August 24th) from 11:00 a.m to 1:00 p.m.

Bring only household food scraps to compost. Don't bring any dairy, meat, bones, woody material, lawn clippings, or coconut shells. The compost will be used to nourish neighborhood curbside tree beds.

MISSING SENIOR CITIZEN: CELSO HEREDIA. MISSING FROM LONG ISLAND COLLEGE HOSPITAL

Missing: Celso Heredia

Senior citizen Celso Heredia is missing from the hospital where he's a patient.

The NYPD reports that the 81-year-old Hispanic man was last seen yesterday, July 24th, at 3:45 p.m., at Long Island College Hospital (LICH). He is 5'7" tall and has brown eyes and gray hair. He was last seen wearing a blue plaid or striped shirt, blue jeans, black sneakers, and a baseball cap.

Mr. Heredia has been a patient at LICH since June 15th. On that day, police officers responded to a 911 call about a man walking in a lane of traffic on the BQE near Downtown Brooklyn. They picked him up and brought him to LICH.

Mr. Heredia has been one of only a dozen patients remaining at LICH as its owner, SUNY Downstate Medical Center, tries to permanently shut it down, in violation of a court order.

Mr. Heredia, who is from Mexico, doesn't speak English. Identification in his possession shows his name and an address in Florida, but the property owner there said she doesn't know him.

Last Thursday, in spite of his poor cognitive state and the lack of a known residence, LICH purchased a one-way bus ticket to Florida for this man.

Mr. Heredia would have been unaccompanied during the bus journey. He would have had to fend for himself. Meanwhile, he is under the impression that he's in California and that the current year is 2005.

In addition, Mr. Heredia is wandering around penniless. When he was walking on the expressway, he had a few belongings and $300 in cash. But he didn't take the money or the belongings with him when he left the hospital yesterday.

72ND PRECINCT'S NATIONAL NIGHT OUT AGAINST CRIME

The 72nd Precinct's National Night Out will gather at the 44th Street and 6th Avenue entrance to Sunset Park. The event is both social and educational, offering live music and a DJ, free food and drinks, local business food tastings, information about crime prevention and fire safety, and FBI and EMS lectures.

 The goals of National Night Out are reasonable and inarguable: 
  1. Heighten crime and drug prevention awareness;
  2. Generate support for, and participation in, local anticrime programs;
  3. Strengthen neighborhood spirit and police-community partnerships; and
  4. Send a message to criminals letting them know that neighborhoods are organized and fighting back.

To meet these goals--or to achieve any degree of success in meeting them--communities and the precincts that serve them have to work together in cooperation and transparently.

OBAMA RECOGNIZES LANDER AS A CHAMP

President Obama named our City Councilmember Brad Lander a "Champion of Change" for initiating participatory budgeting in the City Council. In 2012, he and three other councilmembers participated in the project, and in 2013, he and seven others did.

Brad will be in Washington, D.C., today to receive the award, created by President Obama "to honor people and groups that "positively impact' their communities."

Congratulations, Brad! And thanks for the positive impact you've been having on Kensington and Windsor Terrace.

KABBALAT SHABBAT SERVICE, CHILDREN'S PROGRAM, AND DINNER

Next Friday, Flatbush Jewish Center will offer a Kabbalat Shabbat service at 6:00 p.m., a children's program at 6:30 p.m., and a catered Shabbat dinner at approximately 7:00 p.m. In their separate program, the children will learn about Jews from Spanish-speaking countries.

The theme of the dinner is Mexican Fiesta. A meal meat, with vegetarian options available, will be catered by Carlos & Gabby's Glatt Kosher Mexican Grill and served on the outside patio. People who'd rather eat indoors are welcome to do that.

COOLING CENTER SCHEDULE LENGTHENED

The temperature is staying high. The heat index is staying high. New York City cooling centers are staying open--through this Sunday, July 21st.

Older adults, people who don't have air conditioners, and people with chronic health conditions are at the highest risk of heat-related illness.

PROPOSED G TRAIN IMPROVEMENTS ANNOUNCED TODAY

UPDATE, July 22, 2013: The amount of money allocated to the MTA in the state budget has been increased, and all of these proposed improvements will become reality.

The MTA's G Line Review of service on the entire line--21 stations in Brooklyn and Queens--was released today. It proposes these useful improvements:
  • To expedite travel during peak hours--approximately 3:00 p.m. to 9:00 p.m.--G trains would run every 8 minutes instead of every 10 minutes, giving passengers more trains to board in a more timely manner. Funding this increase means putting $700,000 more into the MTA's budget.
  • To decrease crowding on the platforms and in the trains, trains would run at more even intervals. Gone would be the frustration of having trains arrive one right after the other, followed by a long wait for the next one.
  • Trying to guess correctly where the train will stop when it pulls into the station--followed by running for it before the four-car train leaves without you--would no longer qualify as an Olympic sport. On each platform, a marking would indicate where the trains will stop.
  • For customer convenience, station elements, including benches, would be rearranged so they're near the spot where the train stops.
  • Updates would be shared with passengers concerning service changes and other important information. Public announcement systems would be installed in the 12 stations that don't have them. It'll be nice to know what's going on.
The review's appendices show the number of entries per G train station; comparisons between the G and the rest of the system for litter, floor and seat cleanliness, and graffiti in the stations and cars; studies on the stopping position of the trains and bench position; and more.

"Many practices fall under the umbrella of solidarity economy – local currencies, time banks, barter systems, co-ops, free stores, etc. Most of these initiatives are local, many strive to provide a community-strengthening alternative to mainstream economy, reducing reliance on money and narrowing economic inequality. Some activists hope to build and expand solidarity economies until they become a viable alternative to capitalism. Others doubt that change will come about this way.
Join Occupy Kensington for a presentation of some solidarity economy initiatives, followed by a discussion of their merits. Should we try some of these things in Kensington?
The discussion will be followed by an update on Golden Farm and other business.
