SHAKE-UP IN LEADERSHIP AT COMMUNITY BOARD 12

On the video, 18:58 through 24:58 is a repeat
of what immediately precedes it.

At last night's annual election for chairperson of Community Board 12, Alan Dubrow, the incumbent, was defeated by a 2-to-1 margin by board member Yidel Perlstein.

Perlstein had been endorsed by New York City Councilmember David Greenfield and Assemblymember Dov Hikind, although Hikind rescinded his endorsement shortly before the election. The election results were 28 votes for Perlstein, 14 for Dubrow, and one abstention, making Perlstein the new chairperson.

Minutes before the election, a vote was held to see if it would even take place. Board members voted either for or against Dubrow's ruling on a by-law that he said was pertinent to Perlstein's eligibility for office.

Dubrow's ruling concerned Article 7 of CB 12's by-laws. The article states that a candidate "must have served for the prior calendar year" in order to be eligible to hold an office. Dubrow asked Corporation Counsel of the City of New York to rule on Perlstein's eligibility. They said the by-law requires a candidate to serve for a full calendar year, not a portion of a calendar year.

Dubrow agreed with that ruling and presented it at the meeting. He said that Perlstein wasn't eligible to serve as chairperson because, having been appointed to the board in June 2011, he hadn't yet served on the board for a full calendar year.

A board member cited Article 9, Section D of the by-laws as saying that the chairperson shall have the power to decide all questions of laws and procedures, but an appeal to the chairperson's ruling shall be decided by the majority.

Twenty-six board members voted "yes" (disagreed with Dubrow's ruling on the by-law), sixteen voted "no" (agreed with Dubrow's ruling), and one abstained. The vote results allowed the election to go forward.

Dubrow had been chairperson since 1990 and has been a member of Community Board 12 since 1978.

WHY THIS MORNING'S SUBWAY RIDES WERE FREE AT THE FHP STATION

This message, posted on the blog "Strike Is a Verb," explains why more than twenty subway stations, including the Fort Hamilton Parkway station, "offered" customers free entry this morning:
“Rank and File Initiative” Communique:

Rank and File Initiative
rankandfileinitiative@gmail.com

#farestrike

This morning before rush hour, teams of activists, many from Occupy Wall Street, in conjunction with rank and file workers from the Transport Workers Union Local 100 and the Amalgamated Transit Union, opened up more than 20 stations across the city for free entry. As of 10:30 AM, the majority remain open. No property was damaged. Teams have chained open service gates and taped up turnstiles in a coordinated response to escalating service cuts, fare hikes, racist policing, assaults on transit workers’ working conditions and livelihoods — and the profiteering of the super-rich by way of a system they’ve rigged in their favor.

For the last several years, riders of public transit have been under attack. The cost of our Metrocards has been increasing, while train and bus service has been steadily reduced. Budget cuts have precipitated station closings and staff/safety reductions. Police routinely single out young black and Latino men for searches at the turnstile. Layoffs and attrition means cutting staff levels to the bare minimum, reducing services for seniors and disabled riders. At the same time, MTA workers have been laid off and have had their benefits drastically reduced. Contract negotiations are completely stalled.

Working people of all occupations, colors and backgrounds are expected to sacrifice to cover the budget cut by paying more for less service. But here’s the real cause of the problem: the rich are massively profiting from our transit system. Despite the fact that buses and subways are supposed to be a public service, the government and the MTA have turned the system backwards—into a virtual ATM for the super-rich. Instead of using our tax money to properly fund transit, Albany and City Hall have intentionally starved transit of public funds for over twenty years; the MTA must resort to bonds (loans from Wall Street) to pay for projects and costs. The MTA is legally required to funnel tax dollars and fares away from transportation costs and towards interest on these bonds, called “debt service.” This means Wall Street bondholders receive a huge share of what we put into the system through the Metrocards we buy and the taxes we pay: more than $2 billion a year goes to debt service, and this number is expected to rise every year. If trends continue, by 2018 more than one out of every five dollars of MTA revenue will head to a banker’s pockets.

This much is clear: the MTA’s priorities are all out of whack. This fare strike is a means for workers and riders to fight for shared interests together — but this is just a first step. All of us — the 99% — have an interest in full-service public transportation system that treats its ridership and employees with dignity.

The MTA is a shared, public service — fund it with tax revenues.
Eliminate free money for bondholders at the expense of taxpayers.
End the assault on worker’s livelihoods.

ALTERNATE SIDE PARKING SUSPENDED IN COMMUNITY BOARD 7

For six to eight weeks, starting on Monday, March 26th, alternate side of the street parking and street cleaning regulations will be suspended in Community Board 7. This includes parts of Sunset Park, Greenwood Heights, and the Windsor Terrace sections of CB7.

The regulations are suspended while the Department of Transportation installs new signs that show the recently-approved changes in street cleaning restrictions. The changes reduce the frequency and duration of street cleaning restrictions in many areas. When the sign changes are complete throughout the entire area indicated in the map above, the new regulations will take effect. Advance notice will be given before enforcement resumes.

Regulations will be suspended only on signs that have a broom that indicates street cleaning rules.
