WINNING PROJECTS THAT WILL BE FUNDED IN OUR CITY COUNCIL DISTRICT

Residents of New York City Council District 39 voted for five out of thirteen proposed projects to determine how City Councilmember Brad Lander should spend $1.5 million of the discretionary funds in his budget. These are the seven winning projects in this year's participatory budgeting vote:
1. A/C for PS124 Cafeteria ($200,000) -- 1442 votes
2. 146/MS 448 Innovative Gym Renovation ($225,000) -- 1200 votes
3. PS 179 Auditorium Renovation ($230,000) -- 1196 votes
4. Make Union Street and 9th Street Greener ($150,000) -- 1100 votes

6. Technology for Local Arts Non-Profits ($90,000) -- 1027 votes
7. New Drainage along Path in Prospect Park ($200,000) -- 997 votes

The cost of those seven projects adds up to $1,395,000. That leaves $105,000 unallocated out of the original $1.5 million. If another $145,000 can be "found," the 8th-highest vote-getter can be implemented:

FIRE ON WINDSOR PLACE CAUSES SOME INJURIES

A two-alarm fire broke out this morning in the basement of the house at 276 Windsor Place (between 11th Avenue and Terrace Place). The house is currently undergoing renovation. The fire in the two-story, single-family home began at about 10:40 or 10:45 a.m.; FDNY had it under control within fifteen to twenty-five minutes.

Three firefighters were treated at Methodist Hospital and three at Maimonides, according to the Daily News. Oxygen was administered to a cat and a dog at the scene of the fire; they live in the house next to the one that caught fire.

106 firefighters and 25 units (fire engines, ladder trucks, and any other needed vehicles) were dispatched, the standard number for two-alarm fires.

PAVILION THEATER WILL BE REPLACED BY APARTMENTS

The Pavilion is going to close. It will be torn down and apartments will be built--or it won't be torn down but it will get converted to apartments.

In either case, the property that the theater is on, or the property that the one-story building next to it (formerly Circles restaurant) is on, or both properties will be the site of a six-story luxury residential building with twenty-four condominiums as well as a retail space, a theater, and a 16-car parking garage.

The theater is located on Prospect Park West, between 14th and 15th streets (Block 1103, Lot 37).  Lot 37 (187-191 Prospect Park West) is being merged or reapportioned with Lot 42 (192 Prospect Park West). It lies within the Park Slope Historic District, a national historic district listed on the National Register of Historic Places.

The application filed today with the Department of Buildings states that it's for a new building.

  • Job types: New Building
  • Enlargement proposed? No
  • Facade alteration? No
  • Filing includes Lot Merger / Reapportionment:   Yes
  • Quality Housing: Yes
  • Landmark:   Yes
  • Enclosed Parking?   Yes
  • No. of parking spaces:  16

The owner is Hidrock Realty. The architect is Morris Adjmi Architects.

A little history of the theater:
In my earliest memory, I am five years old, coming home from the Sanders Theater in Brooklyn. I am with my mother and we have just seen The Wizard of Oz. The year is 1940. In the safe darkness of the movie house I’ve seen emerald castles and a lion that talked and a road made of glistening yellow bricks. But in memory all of that is a blur. In memory, my mother takes my hand and the two of us are skipping all the way home singing “because because because because because!”   Pete Hamill
The Sanders Theater opened in 1928, under the ownership of The 15th Street Amusement Company. It was named for its owners, Harry and Rudolph Sanders. Prior to that, the Marathon Theater, a nickelodeon also owned and operated by Harry and Rudolph Sanders (1908 to 1927), stood on that spot. When the Marathon was torn down, the Sanders was built.

The once-vibrant Sanders laid empty from 1978 to 1996, to the despair of its neighbors. Would it become a co-op? Would it become stores? In 1996, it became the Pavilion Theater, owned by Norman Adie and John and Phil Castaldi.

Cinedigm Digital Cinema Corp. acquired the Pavilion from Pritchard Square Cinema in February 2005. They used the nine-screen digital theater as a digital cinema test site and a showcase for its integrated digital cinema technology.

Hidrock Realty bought the theater's property and the property next to it (192 PPW) in 2006. In 2010, Cinedigm stated that they didn't need to use the Pavilion for that purpose anymore because the technology had been widely adopted. In the first quarter of 2010, they decided that they would sell the theater. In June 2010, they classified it as a "discontinued operation."

See "Cinema Treasures" for some history of the theater based on contributors' recollections.

VOTE FOR WINDSOR TERRACE LIBRARY'S DISPLAY AND BIKE THE BRANCHES

The Windsor Terrace Library is one of the top 10 finalists for the "Bike The Branches Book Display Contest." Vote for the Windsor Terrace branch's display here.
The House of Windsor proudly presents its submission for the Bike the Branches Book Display Contest. We wanted our display to reflect Curious George’s inquisitive nature. Our display includes books, music CDs and DVDs all about Curious George, bikes and of course our collection in general.

Taking inspiration from the original book about the curious monkey, we recreated the scene where George first sees the mysterious yellow hat. The yellow hat is what sets the stage for the events that follow. Like George’s adventure through the city, we hope patrons will also become a little curious about our branch in our beloved borough of Brooklyn as they Bike the Branches.

On Saturday, May 9th, ride in Brooklyn Public Library's 3rd Annual Bike the Branches. The bike ride is from 10:00 a.m. to 5:00 p.m.

  • Waterfront Tour,
with more tours to be announced.

WEST NILE VIRUS SPRAYING: PUBLIC EDUCATION BEGINS FOR 2015

Parks and Environment Committee of Community Board 7
Monday, April 27th, 6:30 p.m. to 7:30 p.m.

West Nile Virus and spraying will be discussed at a meeting of Community Board 7's Parks and Environment Committee.

From the New York City Department of Health and Mental Hygiene (DOH) website:
West Nile is a mosquito-borne virus that can cause encephalitis (inflammation of the brain) or meningitis (inflammation of the lining of the brain and spinal cord).

West Nile virus is spread to humans by the bite of an infected mosquito. A mosquito becomes infected by biting a bird that carries the virus. You or your child cannot get West Nile virus from a person who has the disease.

West Nile virus is not spread by person-to-person contact such as touching, kissing, or caring for someone who is infected.

New Yorkers can take steps to protect themselves during West Nile virus season by reducing the presence of mosquitos in their surroundings, and safely using insect repellent.
DOH has published the 41-page "Comprehensive Mosquito Surveillance and Control Plan 2015" and posted it here

For more information about West Nile virus, contact the New York City Citizen Service Center, 24 hours a day, seven days a week, by phone by calling 311. Or check the DOH website at www.nyc.gov/health/wnv

HOW DO YOU WANT YOUR CITY COUNCILMEMBER TO SPEND $1.5 MILLION DOLLARS OF HIS BUDGET?

Money will be spent on projects in Kensington and Windsor Terrace if enough people vote for them.

City Councilmember Brad Lander has allocated $1.5 million from his discretionary fund to finance the projects that the most people in his district vote for. You can vote for up to five of the thirteen projects.

Voting is open to residents who are age fourteen or older. You don't need to be a registered voter to vote in participatory budgeting. When you go to vote, bring with you an ID, a utility bill, or another document that shows your address.

If you have any questions about Participatory Budgeting, call Councilmember Lander’s office at (718) 499-1090.

The possible projects for Kensington and Windsor Terrace are:

P.S. 179 Auditorium Renovation
P.S. 179 is a title 1 school with 1,000 students; 45% of them are English Language Learners. The renovation would make a decrepit auditorium functional with a wireless sound system, new curtains, and a refurbished stage.

Location: 202 Avenue C, between E. 2nd and E 3rd streets, Kensington
Cost: $230,000

Windsor Terrace Stormwater Greenstreet
Inclusion of a greenstreet enhancement to a pedestrian refuge to capture stormwater, calm traffic, provide stewardship partnership opportunities (like with nearby P.S. 154), and beautify the area.

Location: Prospect Park SW and 16th Street, Windsor Terrace
Cost: $80,000

Water Service for Thomas Cuite Park
Restore water service to the water fountain in Thomas Cuite Park by excavating the street and replacing broken pipes. This local park has a playground and grassy area, located near the Prospect Expressway.

Location: 11th Avenue and 19th Street, Windsor Terrace
Cost: $350,000

Vote at the Windsor Terrace Library (160 E. 5th Street at Fort Hamilton Parkway) on Saturday, April 18th, from 10:00 a.m. to 6:00 p.m. or at the P.S. 230 Upper School (1 Albemarle Road at McDonald Avenue) on Sunday, April 19th, also from 10:00 a.m. to 6:00 p.m.
