TO OPEN A SIDEWALK CAFE, HAMILTON'S NEEDS A ZONING AMENDMENT

Public Hearing on Hamilton's Request for a Zoning Amendment

Wednesday, November 12th, 6:30 p.m. to 7:30 p.m.

Hamilton's (aka Lula Enterprises LLC) has called upon the office of attorney and lobbyist Vincent Petraro to assist it in getting a license for an unenclosed 45-seat sidewalk cafe right outside the restaurant.

Mr. Petraro's office is targeting the Department of City Planning (DCP), the Brooklyn Borough President, City Council members, and City Council members staff. The Department of Consumer Affairs (DCA) is the agency that issues sidewalk cafe licenses, but it doesn't accept license applications for sidewalk cafes that don't meet zoning requirements.

For that reason, Hamilton's has filed a rezoning request with the Department of City Planning. The request is for 2826 (Hamilton's) and 2902 (Jaya Yoga East) Fort Hamilton Parkway, portions of two city blocks that are both located within the Special Ocean Parkway District.

The requested zoning map change would establish a commercial C2-4 district (Local Service District) within an existing residential R5 district (General Residence District), allowing a preexisting legal nonconforming use to be brought into conformance to permit a sidewalk cafe.

After a review by the Environmental Assessment & Review Division of the DCP, the City Planning Commission has determined that this will have no significant impact on the quality of the environment.

Hamilton's needs Community Board 7's approval for the requested zoning amendment and is asking community residents to attend a public hearing of the board's Land Use/Landmarks Committee at Immaculate Heart of Mary Church as a show of support for the proposed cafe. If the committee, approves the request, it will recommend to the full board that it too approve it.

The committee will meet after the public hearing.

PARKING RULES ALTERED FOR ALL SAINTS DAY, NOVEMBER 1ST

On Saturday, November 1st, alternate side of the street parking regulations will be suspended for All Saints Day. The regulations are normally in effect so that streets can be cleaned.

All other regulations, including those for parking meters, will remain in effect. 

For the remainder of October, those changes will also apply on

• Tuesday, November 4th, for Election Day and
• Tuesday, November 11th, for Veterans Day.

On Thanksgiving--Thursday, November 27th--alternate side of the street parking regulations will be suspended. Parking meter regulations will also be suspended. Stopping, standing, and parking will be permitted except in areas where stopping, standing, and parking rules are in effect seven days a week (e.g., "No Standing Anytime").

HAMILTON'S WANTS ITS OUTDOOR SEATING BACK

Hamilton's wants to apply for a sidewalk cafe license so it can use its patio for outdoor seating again. But first, Community Board 7's Land Use/Landmarks Committee has to approve Hamilton's rezoning request and then recommend it to the full board. Community support is needed, and Hamilton's is inviting all community residents to attend the public hearing on Wednesday, November 12th, at 6:30 p.m. in the Good Shepherd Center at Immaculate Heart of Mary Church.

KEY FOOD IN WINDSOR TERRACE LIKELY TO OPEN IN EARLY 2015

Community activists Ryan Lynch and Lauren Elvers Collins distributed an update today to answer the community's questions about the opening of Key Food at 589 Prospect Avenue, between 10th and 11th avenues.

On Oct. 15, 2014, several community representatives behind the movement to urge Walgreens to share their Prospect Ave. space with a new Key Food met with Walgreens, the owner of the incoming Key Food, and reps from the offices of Councilmember Brad Lander and Assemblymember Jim Brennan. They toured both stores but were primarily focused on the status of the Key Food and gathering information to share with the Windsor Terrace community. Following are updates on the Key Food part of the property:

 

When will the Key Food open?

Owner Joe (who also operates a clean, well-stocked Key Food in Sunnyside, Queens which several community residents toured last year) is hoping for an opening by the end of 2014 but it is more likely to open in the first couple of months of 2015. He is possibly more eager than any of us to get the store opened and is doing everything he can but it is now in the hands of the permitting agencies (see below).

Why the delays?

Joe is doing a lot of upgrades, including convincing Walgreens to give up several parking spaces in exchange for increasing the size of Key Food's front, glassed-in produce area and is arranging for more power to operate the store's cases and other equipment.

Joe assured us that all permits have been filed but he now has to wait to be inspected and will have to go through the permitting process. WIth Brad Lander, Jim Brennan, Borough President Eric Adams (and former Borough President Marty Markowitz who now has a prominent role with the City's marketing department) advocating for the project, we're confident that any of them will be quick to help speed any delays in inspections.

Layout of the store:

The actual selling area of the old Key Food was 7,800 sf. The new store will be smaller at 6,000 sf but Joe is trying to make up for this with more departments and by moving some non-retail activities to the basement. This also adds to permitting requirements (for example, he will be storing more items in the basement meaning installation of an elevator to move merchandise to the selling floor).

Store will include a seafood section stocked by the same seller who provides for the green market at PS 154, a 100' dairy case, 60' meat case, 50' deli and prepared food counter, pizza station and pasta station.

Lighting:

Lighting of Key Food will be turned off at 10pm. (Note:  lighting of the red Walgreens "W" will stay on.)

 

Hiring:

Joe is following Walgreens' lead in trying to hire locally and is reaching out to former Key Food employees as possible hires.

WINDSOR TERRACE SAFE STREETS MEETS TONIGHT

Windsor Terrace Safe Streets meeting

Tuesday, October 21st, 6:00 p.m. 

The focus of the grassroots neighborhood group Windsor Terrace Safe Streets (WTSS) is on making the neighborhood safer for pedestrians, for bicyclists, and for motorists. Tonight, at its second public meeting, WTSS and its new partner, New York City Councilmember Brad Lander, will meet with the 72nd Precinct to discuss traffic enforcement and the Vision Zero efforts in Windsor Terrace.

Residents' input is essential to this process. Last month, at the first public meeting, more than 100 Windsor Terrace residents turned out to meet with New York City Department of Transportation representative Zeph Parmenter and Councilmember Lander's representative Hannah Holland. 

What WTSS wants, based on feedback from residents about dangerous conditions, are

• a slow zone,
• more stop signs,
• more traffic lights,
• more crosswalks at dangerous intersections, and
• more bike lanes.

Meet in the cafeteria in P.S. 130 at 70 Ocean Parkway. The school is between Fort Hamilton Parkway and Caton Avenue and between E. 5th Street and Ocean Parkway in Windsor Terrace.

ELEMENTARY SCHOOL REZONING VOTE WILL TAKE PLACE SOON

The vote on the proposed rezoning plan for P.S. 130, P.S. 131, P.S. 154, and P.S. 230 will be held in just three weeks. On Wednesday, November 12th, the Community Education Council (CEC) District 15 will meet at 6:30 p.m. in the P.S. 230 upper school at 1 Albemarle Road, between McDonald Avenue and Dahill Road.

The meeting is open to families of current and future students at these schools and to everyone else who is interested in the future of our school district's public schools.

The goals of the proposed rezoning plan are:

• Expand the zone for P.S. 130. Beginning in the 2015-2016 school year, P.S. 130 will have additional capacity if School 437, now under construction, is used as a secondary site for P.S. 130.
• Alleviate overcrowding in District 15.
• Decrease the number of students capped and overflowed from Sunset Park and Borough Park by expanding the P.S. 230 zone.

PO'D ABOUT THE KENSINGTON P.O.? COMPLAINTS WANTED.

Ongoing Problems with the Kensington Post Office

Thursday, October 23rd, 7:00 p.m. to 8:00 p.m.

Heather Jane McCormick wants you to air your grievances against the Kensington Post Office. As a Community Representative to the Brooklyn Postal Service Customer Advisory Council, Heather represents and advocates for customers of the Kensington P.O., reporting our community's numerous delivery and service problems to the council.

A few years ago, Heather decided to volunteer for the Advisory Council so that the Kensington P.O.'s many dissatisfied customers would have a unified voice. She assists community members who e-mail her at kensingtonpohelp [at] aol [dot] com with detailed descriptions of the problems they've encountered, whether at home or at the post office.

Heather will be the guest speaker at the Albemarle Neighborhood Association's upcoming meeting. If you e-mail your complaints to her by Wednesday, October 22nd, she can address them at the ANA meeting on Thursday, along with complaints that get brought up that night. In your e-mail, include the date, the time, the details of the problem, and your delivery address (or state that the problem took place in the post office).

Foodtown and ANA will provide light refreshments.

All of ANA's community meetings are free and open to the public. The group, founded in 1973, meets on the third Thursday of the month from September through November and from March through June.

F AND G TRAIN CHANGES FOR THIS WEEKEND, OCTOBER 17TH TO 20TH

Jamaica-bound F trains will run express from the Church Avenue Station to the Jay Street-MetroTech station this weekend, from 11:45 p.m. on Friday, October 17th, until 5:00 a.m. on Monday, October 20th.

STATE AND CITY GOVERNMENT'S ROLE IN ENVIRONMENTAL ISSUES

New York Environment Report's managing editor Sarah Crean will speak at this weekend's Occupy Kensington meeting, which is open to the community. Her focus will be on the role of state and city government in environmental issues ranging from fracking to global warming, what legislation is upcoming, what is being stalled, and what access regular New Yorkers can have to the process.

OK cites an article that the New York Post published yesterday about the Green Party's campaign:

With disaffected leftists upset at Cuomo, WFP officials are conceding privately that the Green Party will likely surpass the WFP’s vote totals with little-known UPS worker Howie Hawkins as its gubernatorial candidate.

Hawkins received about 60,000 votes — or 1 percent — as the Green candidate in 2010. Cuomo received 155,000 votes on the WFP line and 146,000 on the Independence Party line four years ago. Most of his 2.9 million votes, of course, came on the Democratic line.

Hawkins is now getting between 7 percent and 9 percent in polls.

"We will become the alternative voice to the establishment. We’ll have two parties on the left — the Green Party and the Democratic Party," he said.

CORNER CURB CUTS COMING

Pedestrian ramps (legal curb cuts at street corners) will be installed in 2015 at two Windsor Terrace intersections: (1) Greenwood Avenue and E. 2nd Street and (2) Vanderbilt Street and 20th Street.

The Americans with Disabilities Act requires the installation of a ramp where a pedestrian walkway crosses a curb. These pedestrian ramps are intended to remove barriers and make traveling less difficult for New Yorkers with disabilities, especially wheelchair users.

At a crosswalk, whether it's marked or not, vehicles aren't permitted to stand or park alongside a pedestrian ramp or obstruct it in a way that prevents access for persons with disabilities--unless a posted sign, marking, other traffic control device, or law enforcement officer says otherwise.

NEXT 66TH PRECINCT COMMUNITY COUNCIL MEETING

The next public meeting of the 66th Precinct Community Council will be held in Royal Banquet Hall. That's at 818 Coney Island Avenue, between Cortelyou and Dorchester roads. Meeting date: Thursday, October 23rd, from 7:30 p.m. to 8:30 p.m.

The public is invited to meet Deputy Inspector Michael Deddo, the Commanding Officer of the 66th Precinct, who will update the community on the latest crimes in the community and what is being done about it.

PARKING RULES ALTERED FOR OCTOBER 16TH AND 17TH

Alternate side of the street parking regulations will be suspended on Thursday, October 16th, for Shemini Atzereth and on Friday, October 17th, for Simchas Torah. They are normally in effect so that streets can be cleaned.

All other regulations, including those for parking meters, will remain in effect.

Next week, this parking change will apply on Thursday, October 23rd, for Diwali.

WINDSOR TERRACE SAFE STREETS ADVOCATES WILL HOLD PUBLIC MEETING WITH 72ND PRECINCT

The grassroots neighborhood group Windsor Terrace Safe Streets (WTSS) is focusing on making the neighborhood safer for pedestrians, bicyclists, and motorists. On October 21st, at its second public meeting, WTSS and its new partner, New York City Councilmember Brad Lander, will meet with the 72nd Precinct to discuss traffic enforcement and Vision Zero efforts in Windsor Terrace.

Residents' input is essential. Last month, at the first public meeting, more than 100 Windsor Terrace residents met with New York City Department of Transportation representative Zeph Parmenter and Councilmember Lander's representative Hannah Holland. 

WTSS wants, based on feedback from residents about dangerous conditions, a slow zone, more stop signs, more traffic lights, more crosswalks at dangerous intersections, and more bike lanes.

SHOOTING ON 18TH AVENUE THIS MORNING

A man is in stable condition in Kings County Hospital after being shot in front of 3723 18th Avenue, between Coney Island Avenue and E. 9th Street, at about 5:30 this morning. The shooting seems to have resulted from a dispute between the victim and three other men. Their getaway car was a white sedan. Some additional information is on the NY 12 Brooklyn website.
