COMPLAINTS MADE TO PUBLIC ADVOCATE'S OFFICE

Between Monday morning and 5:00 p.m. on Wednesday, the Office of the Public Advocate received 933 snow-related complaints from New York City residents. 520 of those complaints were for Brooklyn, and 360 of those 520 complaints were for South Brooklyn.

An analysis of the complaints, questions for the Office of Emergency Management about planning and preparing for this snowstorm (if any planning and preparing was done), and challenges concerning planning and preparation for future storms are contained in the report "72 Hour Storm Watch: Snapshot of Snowstorm Complaints to the Office of the Public Advocate."

As the report says--and as we all experienced--the storm "brought many neighborhoods to a halt, especially those in the outer-boroughs" and "it is clear that there were systemic problems in the way the Department of Sanitation approached snow clearances in the outer boroughs."

OCEAN PARKWAY RESIDENT DIES AFTER CALLING 911: UPDATE

The New York Times also reported on the death of an Ocean Parkway resident in his home after calling 911:
A 911 call came in around 6 p.m. Monday from 135 Ocean Parkway in Kensington, Brooklyn, where Joel Grossman, 73, was complaining of stomach pain. “He was very much alive, and we knew he needed help,” said a neighbor, Judith Friedman, who was with Mr. Grossman. “It was very difficult for us to explain to him how bad the weather was because he was in such pain, so we didn’t want to make him feel worse.”
About an hour later, dispatchers were told that Mr. Grossman was now unconscious. At 7:47 p.m., the Fire Department said, its ambulance arrived, although Ms. Friedman said the first to arrive was Hatzolah, the private ambulance service.
In any case, it was too late. About five minutes before the ambulance arrived, she said, “He keeled over, fell off of the couch and died.”

Christmas trees can be recycled into wood chips that will nourish street and garden plantings in New York City. Bring them to a designated city park; one nearby location is Parkside Avenue and Prospect Park Southwest. KENSINGTON IS NOT FULLY PLOWED

Statement from Councilmember Brad Lander on the Storm Response in Kensington
I know many of you are frustrated with the inadequate response to the storm in Kensington.  We have communicated the following information to OEM, DSNY and the Mayor's Office:

While the plows have allegedly "hit" all streets according to the Mayor, most of the neighborhood of Kensington is inadequately plowed.  This is unacceptable!
Kensington must be addressed this afternoon.
My staff spent the morning walking around the neighborhood and most streets, including major E-W streets still have 3 inches of packed, uneven snow on them!  Pictures of Ditmas Ave, Ave C and E 8th street are attached as an example.
Streets that need attention are:
***the major E-W streets of the neighborhood, most notably
->Ave C
->Ditmas
->Cortelyou
->Ave F
We have repeatedly pointed out to DSNY and OEM that these streets needed attention throughout the cleanup and they have not been addressed.
***All N-S streets that are parallel to McDonald and Coney Island Ave (except Ocean parkway), which includes:
-> E9, E8, E7, E6, E5, E4, & E3 (all from Caton to Ave F)
-> The one block of E2 (between Cortelyou & Ave C) that the vehicle described below is stuck at.
Abandoned vehicles that need to be removed are at the following locations:
National Grid truck on Ave C @ E 8th street
Grayish minivan at Ditmas & E 8th street
Green jeep van on E 2nd Street between Cortelyou and Ave C
Please keep my office informed about what progress has been made.

FELONIES REPORTED TO THE 66TH PRECINCT, DECEMBER 20TH THROUGH DECEMBER 26TH

Four felonies were reported to the 66th Precinct for Kensington during the week of December 20th through December 26th:

Grand Larceny: On December 20th, at the corner of Ditmas Avenue and E. 8th Street, a thirteen-year-old boy took someone's phone and ran away. No arrest was made.

Grand Larceny:  On December 21st, on the corner of E. 9th Street and Avenue C, someone removed a car's side view mirrors. No arrest was made.

Burglary: On December 23rd, at 715 E. 2nd Street, between Ditmas Avenue and Avenue F, someone entered an apartment through the front door and removed electronics and jewelry. No arrest was made.

Burglary: On December 24th, at 413 E. 4th Street, between Beverley Road and Avenue C, someone broke a basement window, entered through it, and removed electronics. A video of the masked burglar was made by a nearby camera. No arrest was made.

OCEAN PARKWAY RESIDENT DIES AFTER CALLING 911

The Daily News reports that an Ocean Parkway resident died in his home on Monday after a series of calls between him and 911 when he reported feeling sick. Two calls--possibly from his son--made hours later first reported that the man was unconscious and then that he had possibly had a heart attack.

BLIZZARD PHOTOS REQUESTED

The Windsor Terrace Alliance has created a centralized photo gallery for "The Blizzard of 2010." They're asking people to submit additional photos of Windsor Terrace, Kensington, and other neighborhoods of "sledding, snow forts, buried cars, un-plowed streets or anything that is a part of what the Gothamist is calling 'Blizzageddon 2010'."

The photos taken in Prospect Park are beautiful. Many of the other photos are just plain aggravating--like the ones showing E. 4th Street blocked off by the snow plowed from Church Avenue and a bus stranded at Church Avenue and Ocean Parkway.

NEIGHBORHOOD SNOWED-IN STREET IS FEATURED IN THE POST

"Ignored B'klyn street is the bury, bury worst." The New York Post says that E. 7th Street between Greenwood Avenue and Ocean Parkway "may have been the hardest hit in town." But happily for the street's residents, "Early this morning [Thursday], a plow trudged through."

NEIGHBORHOODS WITH A SQUEAKY WHEEL WILL BE CLEANED TOMORROW

Earlier today, after receiving "thousands of phone calls from angry constituents," a squeaky wheel complained publicly to Mayor Bloomberg that "90% of my constituents' streets have not been cleared." City Councilmember David Greenfield, who represents the 44th District, has now "received assurances from top City officials that more resources are being sent immediately to Boro Park, Midwood and Bensonhurst to try to ensure that every side street is plowed at least once by noon tomorrow."

See how traffic is flowing on the Prospect Expressway by viewing traffic cameras focused in both directions at Fort Hamilton Parkway and north of Caton Avenue. At the moment (4:50 p.m.), traffic is moving slowly at both locations.

RESPONSE TO A COMPLAINT ABOUT AN UNPLOWED STREET

Received from Brad Lander's office at 3:00 a.m. today (Wednesday), in response to an online complaint about a street not being plowed:
Dear Neighbor-

Thank you for submitting your snow removal issue to our office.  It's quite frustrating that the storm clean up is taking so long and it's been a trying couple days for everyone.

However, we will be reviewing your submission and sending street clearing issues to the Department of Sanitation and other issues to the appropriate agencies.

We would also like to share the following information about time frames for snow removal, as many of you have inquired about them.

We cannot obtain time frames for specific streets, but our understanding of the time frame given the extent of work today is that many side streets will be cleared tonight and tomorrow, with the hope that the bulk of the side streets will be reached by tomorrow evening.  However, we cannot guarantee that this will be the case, as there clearly is a lot of work to do and this was an extraordinarily large snowstorm.

For street crossings that are blocked for pedestrians by mounds of snow, our understanding is that this is a lower priority for the Department of Sanitation behind ensuring emergency vehicle access to all streets but that they are responsible for making street crossings passable for pedestrians after plowing them.

There is a very long wait for a tow for abandoned vehicles.  Abandoned cars on major streets will get a higher priority.  We are unclear when MTA buses that are stuck will be moved.

PARKING, PARKING METER, AND GARBAGE COLLECTION NEWS FOR WEDNESDAY

Alternate side of the street parking regulations and parking meter regulations are suspended citywide on Wednesday, December 29th, to facilitate snow removal. You don't have to pay the meter or move your car from a metered spot.

Keep the roads clear for snow removal operations and emergency response vehicles; use mass transit, if you can.

Garbage and recycling pick-up is suspended. If you've already put your garbage and recycling out, leave it out. If you haven't put it out--don't!

BRAD LANDER ON SNOW REMOVAL

From City Councilmember Brad Lander:
Dear Neighbors,
I know it's been an extremely frustrating few days for many of you. My staff has been hard at work, trying to help the scores of people who have contacted my office while I’ve been on my way back from out of town.
From the many of you who have e-mailed or called, I know that the snow (and car and bus) removal seems to be taking much longer than usual. We are still following up with the Department of Sanitation to address some of the major streets in the district (including Henry Street, Prospect Park West, McDonald Ave, and Cortelyou Road in Kensington) and have passed many of your requests about other streets on to them as well.

Unfortunately, we now hear that it may not be until the end of Wednesday before some streets in our neighborhood are plowed, even for the first time.  (FYI-- alternate side parking remains suspended for Wednesday). 

If your street hasn't been plowed or if there is a sidewalk that needs attention, my office has set up an online form at http://www.bradlander.com/snow You can also e-mail us at lander [at] council.nyc.gov, or call us at (718) 499-1090.

You should try 311 first, but I know they have been overwhelmed, and slow to respond.  I know that one more web-form is NOT what you need if you’re still stuck on your street – but we will do our best to follow up to requests submitted at www.bradlander.com/snow. Of course, if there is an emergency, you should call 911.

The City Council has set up a hearing to review the City’s response to this storm for January 10th at 1pm. We’ll be asking questions about what happened, why the response seems so inadequate in so many neighborhoods across the city, and what needs to be done for the future. I’ll be eager to hear your stories – however frustrating – as we prepare for that hearing.

In the meantime, good luck.  And thanks so much to all of you who have helped your neighbors get through the storm and dig out afterwards!

REPORT UNPLOWED STREETS

Call 311 to report unplowed streets, abandoned vehicles that are blocking snow removal, and uncleared sidewalks. Also report them to Public Advocate Bill de Blasio's office by calling the Public Advocate Hotline at (212) 669-7250 or by filing a report on his website at http://www.advocate.nyc.gov/content/report-road-conditions-your-neighborhood.

Mr. de Blasio is seeking your input so that he can make an inquiry into the city government’s preparedness and its response to the blizzard and determine what the city needs to do in order to be better prepared the next time.

He is contacting the Office of Emergency Management about its decision to not declare a Snow Emergency during the storm and also contacting the Department of Sanitation about its staffing levels.

UNPLOWED SIDE STREETS

Video, 1:03 p.m., Newkirk and Westminster avenues: "Unplowed side streets keeping BK residents from work"
Some Brooklyn residents are still snowed in as unplowed side streets have prevented them from digging out their cars.
Some who had to show up for work this morning say they had to commute on foot because some unplowed streets just weren’t drivable. Other residents say their streets are still barely even walkable.
Coney Island Avenue is jammed up with abandoned cabs, cars and a coach bus. Vince Vivona, who lives on Newkirk Avenue, said the heavy snow was no match for even a plow: it got stuck in front of his home for hours.
Many residents say they feel short-changed by the borough's snow removal efforts.

SUBWAY SERVICE UPDATE

Q train: no service between Astoria-Ditmars Boulevard and Coney Island-Stillwell Avenue in both directions.   

N train: no service between Coney Island-Stillwell Avenue and Whitehall Street in both directions. 

Subways: Service outages on a number of lines, especially those that operate in open cuts, particularly in Brooklyn. Major delays-- and, in some cases, suspensions--in service through the morning and into the afternoon on portions of the Long Island Rail Road and the subway system.
 
Buses: Service remains severely affected. Operating with delays, especially in Southern Brooklyn, Staten Island, and Queens. Some routes shortened due to street conditions.

Limited-Stop buses: service in New York City remains suspended.

TONIGHT'S COMMUNITY BOARD 12 MEETING IS CANCELED

The Community Board 12 meeting scheduled for tonight, December 28th, has been canceled because of inclement weather.

F AND G TRAIN SERVICE UPDATE

The MTA says "Full F Line subway service has been restored; G service is expected to resume Tuesday morning." However, as of this evening at 9:52 p.m., "Due to inclement weather,  train service is running with delays in both directions."

SANITATION DEPARTMENT PICKUPS SUSPENDED

All garbage and recycling pickups have been suspended by the Sanitation Department so that it can clear away the massive amounts of snow deposited by yesterday's blizzard. For the most up-to-date information, call 311 or check the department's website.

FERAL CAT CARE

Our neighborhood's feral cats can be protected from the cruelties of winter weather--like yesterday's blizzard. The Neighborhood Cats website explains how to build a winter shelter for feral cats, provides a list of ready-made shelters available for purchase and locations for buying straw, and describes how to prevent water from freezing.

66TH PRECINCT COMMUNITY COUNCIL: DATE CHANGE

Due to a scheduling conflict, the next meeting of the 66th Precinct Community Council has been changed from January 20, 2011, to January 27, 2011, from 7:30 p.m. to 8:30 p.m.

NEW YORK TIMES LAWSUIT AGAINST THE NYPD

If it's successful, a lawsuit filed against the New York Police Department yesterday by The New York Times would make more information about crime available to the public. The Times says there is "a pattern and practice by which the police avoided providing material that the State Freedom of Information Law said must be released."

Two of the requests made by The Times are of particular interest--the NYPD's crime incident reports and hate crimes databases:
One example of the department’s reluctance to give out data involved statistics for minor crimes — offenses like misdemeanor thefts and assaults, marijuana possession and sex offenses other than rape. The department acknowledged last month that it had not forwarded the data to the state since 2002. It was one of only two police agencies in the state that had not done so.
Because those statistics for minor crimes are withheld, this blog's posts about reported crimes only include felonies.

Saturday, December 25th
  • city offices closed
  • post offices closed; only Express Mail will be delivered
  • no garbage collection or recycling collection
  • no street cleaning

GRIEVING DOG FINDS A NEW HOME

Lolli, a fifteen-year-old dog who was found in an apartment next to her deceased owner, has found a new home, thanks to the efforts of the group of people who rescued her. Lolli's new family lives in Maine and owns ten other dogs.
